I'm a lawyer, who lives and works in Cleveland, Ohio, on Lake Erie. What concerns me, perhaps counter-intuitively, is the alacrity and force, with which public officials here responded to the 9/11 attacks.
City and county buildings, including the courthouses, were immediately closed and parking prohibited on streets along the perimeters of such building. Police cruisers surrounded all buildings to prevent approach. Some of these parking restrictions have never been lifted.
Bomb-sniffing dogs were brought in to examine all buildings meticulously for explosives–which took a couple days, since for example, the City-County Justice Center is 23 stories tall, exclusive of basement and sub-basements.
When city and county buildings re-opened later that week, public access was restricted to a single entrance, guarded not only by sheriff's deputies, but by metal-detecting devices, which had appeared as if out of nowhere.
Having evidently found no bombs, the bomb-sniffing dogs stayed anyway at the City-County Justice Center to frighten lawyers, litigants and witnesses. These dogs appeared to be young, frisky greyhounds (though they must have been some other breed). Whatever breed the dogs were, they were left to run about unleashed on the first floor, in search of people wearing or carrying explosives into the building.
The dogs were also large; and when they accosted a person, usually playfully, their front paws extended to the visitor's shoulders, knocking him back, or even over onto the floor. Visitors who spied a dog galloping at them, and who had played American football, would go into a "football crouch" to brace for the attack.
This continued for about three weeks, after the Justice Center had re-opened for business. The dogs were then abruptly removed, and have never returned to my knowledge.
Pre-911, Cleveland's "Federal Building" security precautions were even more lax that the city's or county's: multiple entrances, with no guards or metal detectors. Yet literally overnight, security procedures sprang into place, which slowed entry into the building to a crawl.

Even federal employees with badges were obliged wait in the same long lines as the general public, every time an employee left the building. In fact, the First Floor snack bar began taking orders for drinks (and probably other things, as well; I can't now remember)–so long were the waits to clear security and get to the First Floor elevators and escalators.
Now, what troubles me, as I already may have hinted, is that the 9/11 attacks were supposed to have been a surprise to all but the perpetrators–not a planned-for event in faraway Cleveland, Ohio.
Yet years later, I learned that Cleveland may not have been so "faraway" after all, but rather a hub of 9/11 activity. Not only did one of the 9/11 flights enter Ohio airspace–the one, which reportedly crashed in rural Pennsylvania–but that same flight, I learned, had DEPLANED in Cleveland, with passengers taken to the nearby NASA-Lewis Research Center, located on the airport grounds or adjacent to them.
Perhaps all of Cleveland's "instant security" was the result of admirable contingency and emergency preparedness planning, in the aftermath of the Oklahoma City bombing and FIRST World Trade Center bombing.
But more and more, I wonder. Certainly, the immediate responses to 9/11 SHOULD have been the subject for investigation–same as the 9/11 attacks themselves. I'm a firm believer in "reflecting back"–the ability of later-occurring events to throw light upon earlier ones.
My own suspicion: that investigation will reveal a great MANY knew the 9/11 attacks were coming and had a role to play in the immediate aftermath of those attacks. This is an unacknowledged OBSTACLE to 9/11 truth, redress or even a change of direction.
Too MANY have guilty knowledge. Any further, official investigation has to be in the nature of a "truth and reconciliation commission," I think, with power to offer immunity and a measure of protection for truthful testimony.
